Bhopal : Friday, February 8, 2019 – The Chief Electoral Officer Shri V.L. Kanta Rao entrusted responsibility of election works to Home, General Administration, Revenue including 12 departments in a meeting held in connection to preparations of ensuing Lok Sabha elections 2019. Shri Rao said that preparations of Lok Sabha elections have already been begun. An initial action is underway in connection to posting and transfer of officers and as regard to polling booths and voter list. He instructed that the General Administration, Home and Revenue Department should provide a list of such officers till February 28 mandatorily, who are posted at one place or home district since the last 3 years.

CEO Shri Kanta Rao directed the General Administration Department to make arrangement of officers for appointment of Nodal Officer for election related works, to declare Bhopal, Indore and Gwalior as Ex-Officio Deputy Chief Electoral Officer for coordination of printing of ballot papers, announcement of holiday on polling day and to appointment of observers in other states by the commission.

Similarly, the Home Department has been directed to prepare a plan for police deployment, demand of central forces, to issue notification under the section 28-k to bring police personnel under the commission, provision and allocation in budget for approval of remuneration/ex-gratia for police personnel and central forces, to ensure barricading in coordination with officers of border states, to provide a list of voters to all the collectors under the preventive detention, to send a list of officers for appointing police observers by the commission in other states, arrangement of helicopter, daily report of law and order and information sought by the commission from time to time. The Commercial Tax Department has been told to issue order in connection to prohibition of liquor sale on the day of polling and counting.

Shri Kanta Rao has instructed the Higher Education Department and School Education Department for providing services of lecturers and teachers for election to the District Election Officers as per the requirement, and to ensure necessary basic facilities at polling booths made in schools and colleges. The Food and Civil Supplies Department has been entrusted with responsibility to maintain supply of petrol and diesel in the state till the end of the election from the notification of election. The Labour Department has been directed for declaration of holiday in all institutions on the day of polling.

The Public Works Department has been entrusted with responsibility for repairs of road connecting polling booths and for arrangement of CCTVs on 73 check posts. Similarly, the Public Helath and Family Welfare Department has been given the responsibility to ensure health related requirements for polling staff, cashless medical treatment of security forces and availability of ambulance on the day of polling. The Public Health Engineering Department has been told to ensure drinking water supply at polling booths. Similarly, instructions to the Energy Department to make necessary arrangement for uninterrupted power supply in the state on polling day and the Revenue Department for providing election related forms, envelopes and books by getting them printed on time have been given. The Law and Legislative Affairs Department has been entrusted with responsibility to issue notification to give powers of special executive magistrate to zonal officer/sector magistrate.

The Additional Chief Electoral Officers Shri Sandeep Yadav, Shri Arun Kumar Tomar, Joint Chief Electoral Officer Shri Rajesh Kaul and officers of various departments were present at the meeting.
